Any standard SCP/SFTP program will work. You will also need the private key to be able to SFTP/SCP into a DBaaS instance.
Does DBaaS support SQL*Net connections from outside the Oracle Cloud?
Yes. DBaaS supports direct connections from outside the Cloud with SQL*Net.
What port do i access apex on?
By default 8080, you would need to open the firewall for this. You can of course change this port number.
How about cost of the query is performed ?

With SQL developer, do i need to manually create an SSH tunnel with putty or is it an in-built feature?
